Holly Flanagan

Experience

Holly Flanagan is a Co-Founder and the Chief Operating Officer of Holistic Analysis and Solutions LLC (Holistic).

Prior to co-founding Holistic, Holly served as the Task Order Deputy Program Manager and Policy and Workforce Lead of ManTech's Systems Engineering and Technical Assistance contract supporting the Department of Homeland Security (DHS), Science and Technology Chief Systems Engineer. In this role, she led policy, governance, and legislative initiatives that advanced the institutionalization of systems engineering across DHS. Her work included leading and implementing the DHS Secretary’s FY2019–2023 Resource Planning Priority focused on strengthening systems engineering capabilities across the Department.

Holly has also supported several federal agencies and national security organizations, including the Department of Homeland Security Office of the Chief Information Officer, U.S. Customs and Border Protection, and the Defense Advanced Research Projects Agency (DARPA). Her experience spans strategy and policy development, systems engineering and acquisition governance, instructional design, and organizational transformation initiatives that enable agencies to improve effectiveness, efficiency, and long-term readiness.

Outside of her professional work, Holly is a five-time Ironman finisher who qualified for and competed in the 2023 Ironman World Championship, reflecting the discipline, perseverance, and focus that also define her professional approach.
